The son of the first baronet (d. 1855); educated at Eton, Christ Church, Oxford, and the Middle Temple, he was a barrister, author, editor of the Edinburgh Review (1850), chancellor of the exchequer (1855-58), and home secretary and war secretary (1859-63).
