The younger brother of the Duke of Wellington; he was a lieutenant-governor in India (1801-02), MP for Eye (1807-09) secretary to the Treasury (1808-09), ambassador to Spain (1809-22), Vienna (1823-31) and Paris (1841-46). He was created Baron Cowley in 1828.
