The son of John Foster, first Baron Oriel of Ferrard and Margarita Amelia Burgh, Viscountess Ferrard; he changed his name in 1810 after his marriage with Harriet Skeffington, Viscountess Massereene. He was a Privy Counsellor for Ireland and a colonel in the Louth militia.
