Son of John Pybus of Cheam in Surrey; he was educated at Harrow and St. John's College, Cambridge and was MP for Dover (1790-1802). He was Sydney Smith's brother-in-law, and published a poem, The Sovereign. Addressed to His Imperial Majesty, Paul, Emperour of all the Russias (1800).
