Of Orwell Park, the son of William Edward Tomline and grandson and heir of George Pretyman Tomline; he was educated at Eton where he was a contemporary of Gladstone and was MP for Sudbury (1840-1841), Shrewsbury, (1851-1847, 1852-1868) and Great Grimsby (1868-1874). He was one of the wealthier men in England.
