The eldest son of the physician Martin Tupper (1780-1844), educated at Charterhouse, Christ Church, Oxford (where he befriended W. E. Gladstone) and Lincoln's Inn. He published the best-selling Proverbial Philosophy: a Book of Thoughts and Arguments (1838).
