The son of the first baron (d. 1848); educated at Oriel College, Oxford, he was MP for Thetford (1826-30, 1841-48), Callington (1830-31), Winchester (1832-37), and North Staffordshire (1837–41), and secretary to the Board of Control (1841-45).
